Living with Defects in Your Apartment Development?
Apartment and Duplex Defects Remediation Scheme
Ireland is preparing to fix apartment defects across the country. Now is the time to make sure you’re ready.
The Apartment and Duplex Defects Remediation Scheme, which is set to fund the repairs, is on its way. While it hasn’t launched yet, OMCs, managing agents and councils that start getting ready now will be in a stronger position when it does.
The route ahead is becoming clearer, and there’s already plenty your board can do in the meantime. We’ve spent years guiding building owners, management companies and OMC boards through England’s remediation programme, and we’re now bringing that experience back to Ireland.
Whether you’d like to talk through what the scheme could mean for your development or just have a few questions, our team is here to help.
Where Things Currently Stand
The scheme will be created by new legislation and run by the Housing Agency. It is expected to fund repairs to fire safety, structural safety and water ingress defects in apartments and duplexes built between 1991 and 2013.

What We Expect to Happen Next
No dates have been set, though the scheme is expected to launch in early 2027. Based on what the Government has published so far, the route is expected to look like this:
01
The Bill is published
This will set out the scheme’s final rules, including what is covered and how funding works.
Each stage takes time, and remediation projects can run for several years from the first survey to completion. OMCs that prepare early tend to move through the process more smoothly. Have more questions about the scheme?
02
The Oireachtas debates & passes it.
The details may change during this stage.
03
The scheme opens
The Housing Agency publishes guidance and begins accepting applications.
04
Competent professionals investigate the defects and confirm what needs to be done. This is where we can step in as your Client Representative, managing the funding application, procurement and remediation project for your OMC.
OMCs apply, and buildings are assessed
05
Repairs are designed, funded and carried out
The works are tendered, completed and signed off.
What Your OMC Can Do Now
-
This includes fire safety reports, surveys, fire safety certificates and as-built drawings.
-
For instance, when the development was built, and who designed and built it, if known.
-
These records should include documentation of any money already spent on defects, and any levies raised for it.
-
Ask them whether an Interim Remediation Scheme application is appropriate.
-
If your OMC or team could use specialist support, get in touch. We act on behalf of OMC boards and property managers to manage the funding, the professional team and cladding remediation works from start to finish.
We’re happy to arrange a quick call to talk through your building and how we can help.
You don’t need to wait for the legislation to start preparing. These steps will put your board in a stronger position when the scheme opens.
To stay up to date, follow us on LinkedIn, Facebook and Instagram. We’ll share news as the legislation moves forward and give you a closer look at how remediation projects work in practice.
